Default Help- wininet.dll error and 'class not registered'

I have an HP laptop and haven't had problems with vista until I tried to
start it this morning. The little green loading bar just ran and ran,
then the screen went black. I turned it off, then back on and it did its
little program check, then restarted. Finally I was able to log on, only
to be greeted with a top of programs all saying 'application couldn't be
loaded due to wininet.dll" I googled that, turns out it was a common
problem and I just had to clear my internet cache. I tried, but
apparently every time i try to open anything (I.E. my documents folder,
pictures, My Computer, even c:/ command) I got the same error 'class not
registered'. So I googled that and it too is apparently a common
problem. Unfortunately the patch that seemed to fix everyone elses
problem told me that I already had it, so clearly the patch didn't work.

The only other options that I can think of are using the start up disk
to repair the problem, and if that doesn't work, completely reinstalling
Vista (which I REALLY don't want to do.)

Can someone please help me?

tl;dr: My compuer is telling me that my c:/ 'class not registered'
what's going on?
