The data will still be on the hard disk platter, but if the drive has
failed only a data recovery specialist will be able to open the drive in
clean room conditions and read it. This will not be cheap.

If data is valuable or important to you, at least two separate copies on
different drives are needed. A disk can fail at any time, but usually
they either fail within the first month or so or go on working for
years. Most do not fail, but may eventually develop faults or become too
small.

External drives are good for the second security copy. If you don't want
to leave the primary copy on the computer you need two drives.

Have you tried connecting another USB device to the port you are using for
the HDD. I suspect that you may have a USB driver problem.
I don't expect that the 5 year old post linked to will help with Vista.

How many physical CD/DVD drives does your computer have? You image shows 5
along with 4 different "removable devices."

Can you post an image of the Disk Management screen? Stretch it out and
position it so that all the drives show in the (gray) section, numbering the
drives 0 to whatever. Also attempt to show as much of the white drive area
above it.

Hard drive failure isn't that uncommon. It could simply be the interface
between the case and the HD or it could be the HD itself. When you went
into disk part and checked it with the commands that confirmed that your
hard drive is more then likely FUBAR as long as it's in that case.

disk part
show disk

It doesn't care about partitions or formats, it only cares that a drive
is recognized and that it's able to pass the information about its size
to the computer. Try the HD on another computer (if you have another, if
not a friends) and if it works, then the problem is on your computer. If
it doesn't, crack open the case the HD is in and either put it in a new
case or inside your computer and see if the HD is still good.

There is a chance it is the cable but I more expect the driver or host
connection to be the problem. Do you have any other USB device such as a
printer or flash drive or camera that you replace the HDD with at the end of
the existing cable and see if it will work.
