Default Vista - firewall affected DSL speed

I just got a new Vista computer and I found that my DSL speed was
abnormally slow. I called the ISP and they said to turn off the
firewall. This fixed it.

I wasn't aware a firewall could affect your modem speed so much. The
XP firewall had never done that.

He is saying that the firewall has NO effect on your modem speed.

If the firewall was not the problem, why might DSL speeds with Vista
be slower than with my XP machine?
If it keeps getting slow, what would you suggest apart from talking
with the ISP?

Update: after my original post, the computer wouldn't boot so I
brought it back to the store and exchanged it. When I set it up,
again the DSL was slow, and again I turned off the firewall, and again
it was faster.

Perhaps it has to do with the fact that I switched computers and this
confused the DSL modem?

When I had the XP computer, the LAN light on the modem would be on all
the time. Now, it's not on if the computer is not on.

The Link light was and is on all the time (all 3 computers).

The firewall doesn't do anything to the DSL side of the modem. It can slow
down the data transfer between the modem and the P/C.
It's usually a matter of finding out what firewall setting(s) are related to
the slowdown.
