Default "Other User" shows up on Welcome screen

I joined a Vista Business laptop to a domain. I then told it to hide the
last login through GP. Now, instead of just going to the username &
password screen like the other Vista laptops, it stops at a screen for
"Other User" and "Insert Smart Card". How do I get it to just go to the
silly username / password screen? We don't ever need to use the Smart Card
feature, if that helps remove this screen. Thanks!

I get that. What I would like is to not see this useless screen at all. My
other Vista systems do not get this screen, so there is something different
set on this particular system.

I tried disabling the Smart Card hardware, and now "Insert Smart Card" does
not show, but now "Other User" is still there all alone, which looks even
more silly.
