Default view/organize bar help


After installing sp2 for vista home premium 32 bit, the
organize/view/burn bar is hidden and shows itself when my mouse hovers
over it. I have a problem with this stupid bar. It flickers like
crazy, hiding and showing itself, over and over.. I have searched high
and low on how to turn the hide option off and make it static. I can't
find any answers. Anyone got a clue that can help me?
