Default Desktop does not appear when booting

I have a copy of Vista which does not start properly in normal or safe mode.
The desktop does not appear.

When the PC boots I can sign on, but the screen with 'Windows' and a green
background just remains and the disk light continues to flash. If I leave
the PC long enough it goes to sleep and then will restart in this state.
CTRL+ALT+DEL does not start the taskmanager.

I can boot the PC using other operating systems. Is there anyting that I
can do to make this copy of Vista start?

Michael, search this newsgroup for Black Screen of Death. There's a ton of
information already posted here.

I googled before I posted! Often google works and it is amazing how often
it solves my problems of this nature, but in this case there was no error
message to get a good match!.

I will try your suggestion, but in this case I am not getting a Black
Screen!

Well I found a Vista recovery CD at neosmart.net which I burnt.

I then did one more boot so that my boot manager would make the partition
with the dud copy of Vista active. I booted in safe mode and the boot
promptly worked. I was then able to boot normally - no need for the recovery
CD!
