Default Allowing specific users access to a shared folder

I'm having multiple issues with this and have tried a dozen different things
that I feel like should be working, but are not, so let's start out by seeing
if someone could step me through the steps to do this.

Take "c:\Test". How do I set up sharing so that only accounts on other PC's
with my same username and password are able to access this folder over the
network? For clarity's sake, let's say username is "Dustin".

Yes. In fact, that's what got me started doing this.

The problem is that on just one of the PC's on my network an account without
the same username and password as mine has full-control privileges on the
shared folder for some unknown reason.

I have no idea how to figure out what it is that is giving this specific
account access.

The same username/password combo on another PC does not have access, just as
it shouldn't.
