I have emails in my Outbox and Inbox that I cannot delete and I cannot send

Try repairing the WM Database.
see http://www.oehelp.com/WMUtil/Default.aspx Download and install WMUtil,
read the instructions.

Since this newsgroup is for Windows Mail, most people assume the email
client is Windows Mail unless there is evidence otherwise. It is not
reasonable to expect people to state explicitly they are using Windows Mail
in a newsgroup that is for Windows Mail and only Windows Mail.
