Is it wise to upgrade from Windows Vista to Windows 7?

Upgrading when you are having a problem is likely to worsen the problem, not fix it. You can clean install Windows 7, but you can also clean install Windows Vista. Your description of your problem sounds very much like you are infected with malware. An upgrade is *not* the solution to your problem.
