Vista 32 bit.
Control Panel/Programs and Features/Turn Windows Features on or off

The screen that comes up is blank so I can't change windows program
features.

However I found a solution which was to run the "System Update Readiness
Tool." My first encounter with this tool. It feels like the old xp "fix"
install.
