The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this problem, go to Help, search for "Troubleshoot Windows Mail", and read the "I'm having problems sending e-mail" section. I can't send my emails
Note the error message from the server: "Traffic is being throttled
(recipients per ip limit..." This is an anti-spamming measure. The mail server indicates that you sent too many messages over a short period of time, which gives the appearance of spamming. Don't assume that your error message is identical to someone else's.
There are subtle differences that only an expert would notice.
