Default Flight Simulator 2004 save files troubleshooting.

Hello.

I have a recorruing issue between my Microsoft Flight Simulator 2004: A
Century of Flight and my Windows Vista Home Premium 64-bit OS. In the
program files of the flight simulator, I have selected the 'Aircraft'
folder. I then click on the folder of the aircraft I am wishing to
update. Then, I proceed into the 'Panel' folder. Previously I
downloaded a new panel for this particular aircraft, and for it to
display, I need to edit the configuration settings of the 'Panel'
folder. This is usually done through notepad. Having made the needed
changes, I must save and exit out of notepad. This was done with no
issue on one of my old computers (which is now dead.) and is the proper
procedure to update a cfg. file. However, with this Vista, after
attempting to save I receive a message that says "Cannot create
C:\Program Files (x86)\Microsoft Games\Flight
Simulator9\Aircraft\Continental B737-700 Kittyhawk\panel\panel.cfg file.
Make sure that the path and file name are correct." The directory is as
correct as it could possibly be, and I don't know why an issue like this
would appear. I've tried to save the settings on Wordpad and other
programs, and they all do the same thing. What is wrong with my
computer and why will it not let me save changes to my cfg. files on my
flight simulator?
