Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers. Enable the "My server requires authentication" option. This still doesn't help. 'My server requires authentication' is ticked, and
'Settings' says 'use same settings as my incoming mail server'. I rebooted Windows Mail, but this still doesn't work.
