Default Can't Read Links from Outlook 2007 Using Vista and IE7

When I try to access a link from Outlook, and get the following error
message. I have reset IE7 to default. No help.

THIS OPERATION HAS BEEN CANCELED DUE TO RESTRICTIONS IN EFFECT ON THIS
COMPUTER. PLEASE CONTACT YOUR SYSTEM ADMINISTRATOR.

Can anyone give me a hand?

Are you the administrator for the computer? In Control Panel/Default
Programs, is Outlook set as your default mail program, and is Internet
Explorer set as your default browser?

If you are comfortable making a minor registry edit, you can try the
following, which should fix the problem:

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.
