Default IE wont let me install Chrome

How can I get IE 7 to allow Google Chrome to be installed? I keep getting
some kind of certificate BS thing even when I hit "display blocked content."
I despise IE and want to see how Chrome works.

PC has Vista OS.

I have Vista and IE9 and had no problem installing Chrome
