How can I continue to read my emails from a different computer (using
Outlook) when my emails at home are being downloaded into Windows Mail?

Default Reading email from non Windows Mail software such as Outlook

You can leave a copy of the messages on the mail server under Tools |
Accounts | Mail | Properties | Advanced (there is a similar option somewhere
in Outlook) and then on one of the computers have it set to delete the
messages after a certain number of days. That way both computers will be
able to download the same messages.

One rather obvious way would be never to open Windows Mail.
