Default Ok geniuses, how about these issues

I had some trouble installing and I am not sure if everything installed
correctly. Anyway, I have so far noticed the following issues--which may or
may not be related.

(1) The default icon for folders is the recycle bin for some reason. I
have right clicked on the folder and went to properties-customize and change
icon. It asks me if I want to apply these setting to all folders and I click
yes. Then ok. However, nothing changes. The icon remains the recycle bin.

(2) I want to change the default program that opens .rtf files from wordpad
to something else. I right click on file.rtf and go to "open with". Then go
to "choose a default program". Then I click on "browse". It opens up the
"open with" box which just hangs. I left it hanging all night and nothing
happened.

(3) I can't get into the "Program Data" folder. It says access denied even
though everyone has full access.

Any thoughts?

Ok, problem #2 completely resolved by uninstalling Civilization IV. I can't
imagine how they are related, but somehow....I found solution to #3 elsewhere
on this site.

Anyway still looking for solutions to #1

Just to further clarify, the above error only occurs when I am in "list" or
"details" or "small icons" view. The icons are fine in all other views.
