Default FTP speed is pitiful

I've got my old XP Machine, a Dell D800 right next to my new Dell D820 with
vista, and running the same FTP application, the Vista machine is about half
the speed to upload to a friends website. On my old machine the average is
about 118kbps and on the Vista machine it's 48kbps.

Is there some overhead in Vista I should know about?
