UAC prevents programs that require admin permissions from auto-starting in a
standard account. If you click Show For All Users in Defender and escalate
your privileges, the those disabled buttons will be enabled. Also, which
you're in Defender you can click its Help button and search the help for
"block startup programs" for more info.

It tells me it has stopped the start up of certain progs - many of which I
WANT to run, some I want to remove - only the "remove" and all other
buttons are greyed out.
How can I get out of this ? Whats causing it ?

I tried to follow your instructions, and couldn't find any "show for all
users" in defender.
