can't access internet but can send/receive emails

Messenging client? Telnet? IRC? Other? You must be able to connect because you can get and send mail and posted your message with WinMail from Mexico. But, you leave a lot out. Kind of like driving up to a mechanic and telling him your car is making a noise.
