Does "Run as Administrator", by right-clicking on Command Prompt, work?
Does the same hold true for invoking commands in Run (Start
Menu\Programs\Accessories) and Command.com (C:\Windows\System32)? If those
work, try this command in Run:

sfc /scannow

which might repair Windows. The System File Checker checks all the current
system files and can restore the cached approved copies.

Interestingly enough, commands do work except when using standard-user token
for running cmd.exe
