Default What questions should I ask about Internet Connection problems?

Here is the problem. . .
My parents are in Guangzhou, China Country code 86
They have two new computers one computer is a DELL running XP the other is a
Dell running VISTA (the vista machine was purchased 2 days after the switch).
The XP was purchased 2 months before the switch.

In China they do not have a Wireless network or a router, they do have a
Ethernet connection.

The XP machine connects to the internet with out any problem, SKYPE works,
internet explorer works. The only program we have any problems with is
LOGMEIN.COM and that might be a firewall issue.

The VISTA MACHINE does NOT work, it CAN NOT develop an internet connection.
The settings are correct an IT person set it up.

Dell China spent 45 minutes working on it and then went to their default
answer no matter what country you are in, the MACHINE is fine it is Microsoft.

So before I call Microsoft, I want to have enough information that anything
they ask I'll already have a screen capture or a log for, so PLEASE help me

What questions should I be asking, what screens should I be looking at and
what logs (and their location) should I have copy and pasted into e-mails for
microsoft support!!!

More info needed about the Internet connection. What kind of connection?
Broadband? Dialup? If it's a broadband connection, what kind of modem?
Easiest fix is to buy a router, connect the cable or dsl modem to the router
and connect both computers ethernet cards to the router. The router acts as a
splitter and has 4 ethernet ports. If it's dialup, they have to use Internet
Connection Sharing. Here is a page that should give you instructions that are
