Default limited or no connectivity

I am currently trying to setup a access point with vista home basic. I am not
trying to connect to the internet but am working on a special project. Now
the project is not important because the access point problem is the issue. I
am using a netgear wgt624 router. I am setting a different ip address in it
other than what was factory. I am setting a static ip in the computer. It
will work sometimes and sometimes it wont. When you reboot the computer is
gives me a limited or no access message and will not fully connect. The
router is configured as a access point and dhcp and firewall is turned off.
ipv6 has been disabled and am still having problems. Please help.

Posting the result of ipconfgi /all may help.
