Default Can portforward with XP but not Vista

Hi Folks,
This is my first post so please bear with my long winded
explanation...

I am currently running a Netcomm NB5Plus4W modem router, with my laptop
running Windows XP I have had no problems getting uTorrent to 'green'
status. This system is running Zone Alarm, the windows firewall is off,
and is connected by usb. The port that I have opened for uTorrent is
14913. The network settings for this machine are as follows
Static IP address 192.168.1.2
Subnet Mask 255.255.255.0
Default Gateway 192.168.1.1
Preferred DNS server 192.168.1.1

I have just got a new desktop system that has Windows Vista Home
Premium and Norton Internet Security (ver 10.1.0.26) already installed.
It is connected to the router by ethernet cable (no usb drivers for
Vista available yet). The windows firewall is off. I have run through
steps to set up Norton according to portforward.com instructions.
Static IP address 192.168.1.250
Subnet Mask 255.255.255.0
Default Gateway 192.168.1.1
Preferred DNS Server 203.2.124.164
Alternate DNS Server 203.2.124.165 (DNS are set by my ISP, the
internet connection doesn't work at all with different DNS numbers)

When running uTorrent on the Vista system, it's status is yellow or
red, and when I use the uTorrent port checker, it always comes up with
an error.

However, when I switch on the laptop (both are now connected to the
internet via the router), and check the uTorrent port checker on the
Vista machine it comes back with an OK message. But uTorrent is still
yellow or red (and slow).

uTorrent works normally on the laptop, so the port is open through it,
but on the Vista machine it isn't.

Anybody have any ideas? Any suggestions would be appreciated. I am
getting rid of the laptop soon, so I need the desktop system to work.

Thanks

Paul

For a test, disable both Norton and windows firewall. Can you do it now?
