Default Can not ping Vista Home Basic Machine

We have just installed a new Vista machine to our network.. It has fixed ip..
Fire wall is turned of, Defender is turned off..

I can not ping the machine, and cannot find it on the network..

It has a good connection and the ip shows when I go to site such as
whatismyip.com. When I us ipconfig /all everthing appears to be fine.

What am I doing wrong.

Disable McAfee and any of its resident or built in firewall or worm
protection.
