External Hard Drive Confusion

Default External Hard Drive Confusion

Well you see, I have this hard drive, an Acomdata 120GB external USB hard
drive. It is around 3 years old now, it worked just fine for all three of
those years, until recently. For some reason it isn't being recognized in
Windows Vista, or XP for that matter. However, I have a dual-boot of Ubuntu
Linux on my computer currently, and it recognizes the drive and it's
contents. Whereas Windows says that it is there and won't allow me to access
my files on it.
You can see my confusion with this dilemma, any help would be welcome!

What part of Windows 'says it is there' and what part doesn't? Details
would be helpful.

The hardware manager says that the hard drive is present, and when I plug it
in the USB drivers "install" etc. However it never shows up in My Computer
and won't allow changes to the drive itself through the admin tools "computer
management".

In Computer ManagementDisk Management can you right click on the drive and on
the Security tab change ownership/permissions to your user account?
