Default Memory less than that installed

When I look at the system from the control panel it shows I have 3324Gb of
RAM yet when I look at the system BIOS it shows I have 4Gb installed, which I
do. When I look at the RAM on my Windows XP laptop it shows 512 Mb of RAM
which is correct. What gives?

It is correct. Only in theory Vista32 can addressing 4GB. But because of
there are more parts to be addressing, it is less than 4GB. You're lucky,
many 4GB-users have no more than 3GB.

Something else: Gb stands for GigaBit.
