Default Problems associated with RC1 download issue (lost file)

Other notes indicate the problem with the RC1 download file being placed in
an unaccessible folder.
Normally with Windows folders you can go into security options and add or
permit actions on these folders. The group administrators can normally
assign to themselves permissions to control ALL files. If nothing else,
administrators can take ownership of files and folders and then get on with
the work.
None of these actions seem to work with the hidden folders in
drive:\Users\username\AppData\Local\Microsoft\W indows.
When I am not building and installing Windows on new machines, I spend a lot
of my time trying to unravel problems that Users have come across that have
scrambled parts of their system.
If there is not an effective way to get in and fix this then I forsee more
instances where a complete reinstallation of Windows is going to be required,
and this will inevitably lead to cases where there is complete loss of user
data because we cannot get to it to move it elsewhere.
If you do not wish to add this feature into mainstream OS then perhaps we
could have an OEM toolkit that gives access to the whole disk.
