Default file renaming w/RC1

Is there a method for doing multiple file renames within a folder?
example with Winxp you could go to start, cmd and preform a rename *.html
*.txt

Is there a method within Vista to do a similar function?

START
CMD
RENAME *.HTML *.TXT

Same way
