I just want to drag and drop some common shortcuts to the Start Menu that is
loaded for all users. Where is it or how can I do that if it doesn't exist?

Hi,

You can right-click the startmenu button and select 'Explore All Users'.
Windows will then open an explorer window with the all users startmenu
(C:\ProgramData\Microsoft\Windows\Start Menu).

Regards,
gP
