Default setting up standard user with admin-like properties

Hi.

I want to use Parental Controls on a Standard Account, but still have
certain admin like functionality for the standard user, like
installing/uninstalling software, running system utilities and the like. Is
it possible to do this using the Local Security Policy tool, User Rights
Assignment? Any help would be greatly appreciated.

Default setting up standard user with admin-like properties

I'm afraid this is not an answer but a similar (if not the same) question. I
want to be able to impose time limits and certain internet restrictions on
the standard user but at the same time allow him to install whichever
programmes he chooses. Is this possible? If so, how?
