Default Bug in explorer?

I am unable to run explorer with parameters from a process running with
escalated rights . Following is the shortest procedure to reproduce the
problem, not my real case.

1. Login as a standard user
2. Go to Start All programs Accesories and start Command prompt as
administrator (from right click menu)
3. Type "explorer" - this lanuches Explorer without any problem
4. Type "explorer c:\" or with any other parameter - nothing happens

What could be the problem?

For me work pretty good - my Vista is: Ultimate 32bit on Intel T2400
1.83GHz.

Assuming that quotes aren't being used, the various explorer switches that I
tried all work, including

explorer c:\

and

explorer.exe /e,c:\program files

and

explorer /e, ::{20D04FE0-3AEA-1069-A2D8-08002B30309D}
