Default NetBIOS and WSD on Home Premium

I have two "identical" notebooks, both with a clean install of Home Premium.
There is a third machine running Ultimate, which shows up on the network with
a Discovery Method of WSD.

Notebook 1 shows up on the network with a Discovery Method of WSD. Shares
between this and the third machine all work correctly.

Notebook 2 shows up with a Discovery Method of NetBIOS, and is inaccessible
from the third machine (error code 0x8007035). Notebook 2 requires a username
and password to access a share on the third machine.

How can I change Notebook 2 to use WSD?

Two separate problems (and solutions):

Notebook 2 could not be accessed from the third machine because the OneCare
firewall was not set correctly (the diagnostics reported that the firewall
was OK, but I think that they were looking at the Windows Firewall, not the
OneCare firewall).

Notebook 2 required a username / password to log in to the third machine
because the user was configured with a password on the notebook and without a
password on the third machine. Adding the (same) password to the third
machine account solved the problem.
