Default connecting to dns server

dear sirs we are having some problems with our connection to our dns server
9outlook seems to allow incoming e-mails but does not allow outgoing,our mail
settings are the same for incoming and outgoing, it does not seem to matter
if you have set dns to automatic or you configue manually....have set up same
account on xp and works fine (this is a brand new dell dimension 9200 desktop
pc pre installed with vista......
sorry new to this but could really do with some help..
ps;i have been told there is some new type of internall firewall with vista
don"t know if this is stopping connection to dns??????????

The email doesn't send from outlook or it stays in the queue? any errors if using nslookup?
