PEimg doesn't add offline drivers to WinPE image

I've tried adding driver using the command:
Peimg /inf=c:\WDM\Driver.inf c:\mount\windows
and got the result:
PEIMG failed to complete the operation with status code 0x80070002.

Anyone tried this in RC1 ?
