recycle bin icon does not empty

Default recycle bin icon does not empty

I deleted the recycle bin accidentally. I restored it using
Personalize/Change desktop icons. However, when I click on "Empty Recycle
Bin" the bin greys out, but does not revert to an empty bin. The empty bin
shows up only after I reboot.

How can I fix this?

go to personalize and change the theme then get out and you can go back and
change the theme back and your delete folder should start working again.
