Default CPU running at max when running programs

I've just upgraded from XP to Vista Ultimate and seems that my processor is
always running at max when i run or install programs (the fan noise is
annoying). It also does the the same windows is installing updates. Is this
normal? Do i need to upgrade CPU?

My system: P4 3.0GHz, 2GB RAM, GeForce 8600GTS.

it would be normal to run at max during the initial start up to run a program, it should slow down once the program is running , unless it is a resource hog.
installing updates takes a lot of resources.
might be more helpful if you provide some names of programs that DO NOT allow the cpu to throttle back while they are running.

how do you know its running at max........have you opened task manager and
looked or are you strictly going by the noise the fan makes??
