Vista ALWAYS prompts to scan and fix USB thumdrives?

Default Vista ALWAYS prompts to scan and fix USB thumdrives?

It seems no matter which thumbdrive I use, I always get this prompt upon
insertion. Even when I select Scan and Fix, the same thing occurs the next
time I insert the drive. I even use the "Safely Remove Hardware" process
before removing the devices. The drives are fine, no issues there. I use
them on plenty of other rigs with no issues. Even a virgin drive, freshly
formatted yields the same trouble.

Is this normal? It occurs on both PC's I'm testing Vista on. Is there any
way to disable the prompt?
