Default Code 10 error

I am trying to install my ATI Theater 550 Pro. It detects the card but then
says The device cannot start (code 10)

I tried reformatting, I tried XP and vista, I moved the slot. I am out of
ideas.

Both my TV Tuner and my 7800GTX come up as irq 16 (when the tuner comes up
for a second)

Anyone have a problem like this? Or know how to fix it?

I am having a similar problem with Vista. My cd-rom stopped working and I
get a code 10. When I go to update the driver, it says the driver is
current. I have an exclamation next to the cdrom in the device manager.
When I uninstall and reinstall, the problem repeats itself. I have a Toshiba
Satellite 215 which comes with a recover disk which tells me everything is
fine and will not make any changes whatsoever. But its not fine. Every tech
support I call suggests reformatting the hard disk and reinstalling the
system. This is their answer for every blasted problem with Vista. Either
that, or they say you have a virus. Frankly, it is extremely frustrating.
Where can I learn about Vista. In previous versions of Windows there was
always a backdoor so you could fix drivers and registers etc. Even TweakNow
is not getting to the root of this problem. The easy way out for these
remote help desks causes us users a lot of grief.
