solution to fix this problem since about 2:00 this afternoon and it is now close to 1 O'clock in the morn... I've everything possible I can think of..... No error messages and my setting are not grayed out. When I try to change the background colors come up and It wont let me pick any pictures or any of the sample pictures. I went to ease of access and made sure nothing was check and still cant change my background. I called for help but they just set up another user. I need all the stuff I put through this user... This fixed my issue too, I added Vista to an SBS2003 Domain. Despite
there being no Desktop wallpaper polices the reg key got set somehow.
