Default Upgrade to Vista

I have a full version of win98 and my existing XP professional is an upgrade
version.
Am I eligible to the upgrade versions of Vista Business or Ultimate?

Yes. But you are not allowed to install the 98 nor the XP on other Pcs
after you have installed vista upgrade edition.

that is your 3 Licenses become then one single Full Vista License.

If 98 was the basis of the upgrade to XP, that license is already invalid.
XP upgrade will be eligible for upgrade to Vista, then that license is
forfeited.

You are eligible for upgrade pricing. However, if you want to upgrade your
installed XP Pro to Vista and still be able to use the XP Pro Upgrade media
on another computer then buy a Vista full edition and do the upgrade with
that.
