Default SHLWAPI.dll, high CPU

It's nice to see just how old this problem is and that it still hasn't
been fixed. :- SHLWAPI.dll only returns 3 results on the knowledgebase
and none of them are related. : /

I've seen some other posts that recommended deleting your user account
and transferring your data to a new user. This worked for about a week
for me. Unfortunately, the bad behavior has returned. Everytime I log in
I need to kill explorer.exe and re-launch it. What's SHLWAPI.dll used
for anyway? Can I just unregister it or something so explorer doesn't
attach it?
