Slow Boot Time on new computer running Vista Ultimate x64

I've recently put together a new computer using these parts:
E8400 CPU OC @ 3.6 Ghz
Gigabyte GA-EP45-UD3R with latest BIOS
2 x 2 GB Corsair TwinX4096-6400C5 DDR 2 800 mhz
Seagate Barracuda 7200.10
I've updated to Vista Ultimate SP1, run multiple disk clean ups,
defrags, use CCleaner, clean the registry, defrag the registry, disabled
services and have made tweaks according to the guide provided on this
website and have minimal startup programs running but my boot times
average around 2 minutes. For a new computer with new hardware, this
seems unreasonable as many users report boot times between 30-60
seconds.
What could be wrong with my computer? On the vista loading screen with
the green bar, it goes through about 22 cycles.
If you have not done so, open up "Computer" and right click on drive,
then go tools and start up "Disk Checking"
Check both boxes.
This will run next time you restart.
This can help a lot with Vista or XP machines, seems like they
periodically suffer from a not of disk corruption probably caused by
minor power outages or careless shutdowns etc.
