Windows Vista Home Premium SP1 with 4gb memory,

When inside explorer, I can select continuous files by selecting the first
file and pressing the Shift key plus last file. However when I try to
select files using CTRL key plus files that are not next to each other, the
highlighting comes off and I am unable to select files properly.

Is this a known bug with Vista?

I agree with Ralph. You might have a bug in your system.

Using the CTRL key when selecting files: each clicked file is added to
the selection, not the clicked and all files in between.

NOT a bug. It was not meant to work like using SHIFT and click.

Try this instead:
Organize Folder and search options View tab. Check "Use check boxes to
select items" (it's a few lines above the bottom).

Then you won't need the Ctrl key.

The check boxes appear individually as you pass the cursor over a file
name, and go away as you move on, unless you check them.

If that doesn't work, then I'm in the dark.
