Default included ping & ipconfig

Yesterday I found an included utility to do ping etc.. NOT from cmd. but
from somewhere in control panel, now I can't find it. Does anyone know how
to run it?

Third party control panel applet, perhaps? There isn't anything that
I have ever found in stock Windows Vista that would allow you to ping
someone using a GUI interface...

There are a lot of third party programs to do that, though.
