Right click on a clear part of your desktop

Select Personalize

Click on Change Desktop Icons (top left of the window)

Check 'Recycle Bin'

OK to exit.. Job done..

I just want to say thanks for the solution. I am brand new to Vista and
I am surprised the issues is as old as it is and yet my brand new
install with all available updates still ran into this problem. The
steps were clear and most importantly.....IT WORKED. Too bad it wasn't
fixed in the software.

Right click the recycle bin and select "empty recycle bin." Do not
select "delete" for that will make the bin go away again. Don't ask how
many times I've deleted my recycle bin. Just another new and exciting
Vista feature.
