Default Logging Off Problems!

Hope you can help as I've searched everywhere on the net with no luck. Here
is the problem. Sadly, I don't have a broadband connection and connect with
ISDN dialup at 128 (I'm an Aussie). I have 2 laptops at home. I have one
connected to the external ISDN USB modem and then share it with the other
one via ICS. However, when any user logs out (regardless if the other laptop
is connected or not) the internet connection disconnects. Then whoever logs
in has to dialup again! In windows XP I used TweakUI to keep my connection
alive when logging out. However, can't find out how to do this in Vista
Ultimate. Any ideas? All I need to do is keep my dialup connection alive
when any user logs out. TIA...
