Default few networking problems

Hi!

1st one:
I cannot start Wifi, I am able to enable wifi adapter(wlan card), but i
cannot search and join networks, I ve turned off WLAN AutoConfig Service
and I cannot turn it off becouse I receiving a message:

The Wired AutoConfig service depends on the Extensible Authentication
Protocol service which failed to start because of the following error:
The service cannot be started, either because it is disabled or because
it has no enabled devices associated with it.

I chcecked dependencies, all is on.

2nd.
Sometimes my network connection is just crashing, I can use the active
connections but I cannot start any newones. In logs I ve message like:

TCP/IP has reached the security limit imposed on the number of
concurrent TCP connect attempts.

After that its helping only restart of computer, I tried do
disable/enable adapters etc..

regards!

Ps.
If I did some language mistakes please correct me.

On the second question - Are you running as a server? How about P2P
applications?

If you aren't doing either of the above, double check your computer
for viruses or other malware.
