Default Switch operating systems?

I have a laptop, with 1GB RAM, with Vista on it. I have a desktop with
2 GB RAM, with XP on it.

I think that my laptop will run much faster with XP and the desktop
could handle Vista. I bought them both from Dell and they didn't ship
a CD with them. Is there any way that I can uninstall and reinstall
the two OS on the other computers?

NO. They are both pre-installed OEMs.
Dell ties them to the motherboards of each computer.

You MAY be able to get a XP restore DVD from Dell, depending on when
you bought your computer and whatever their current policy may be.
Others have been able to order (for a fee) an XP recovery CD...
