Your anti-virus is preventing WM message rules from
being saved to the registry.
It might be possible to just turn off email scanning but
usually that doesn't work. You may have to uninstall
it and then reinstall but turn off emails scanning durning
the reinstall.
Email scanning is redundant at best and harmful to the
email database at worst. Details about why you don't
need email scanning.
